Why “Sumter”? The name “Sumter” was chosen because the first city in the United States to adopt a “council-manager” form of government was Sumter, South Carolina. We feel that “Sumter” was an appropriate and honorable name for a local government consulting firm dedicated to ensuring well-run local governments.
